綜合討論: 科學資料與出版品的一般使用與授權:策略與落實

There are many issues and challenges in making publicly funded scientific data and publications freely available to all for unrestricted use. After reviewing these factors, the panelists will discuss workable methods to reduce the various barriers to the free sharing of scientific data and literature. In particular, they will examine potential policy instruments that actively enable sharing. These policy instruments, for example, may include (but not limited to),
- Principles and guidelines from national policy makers on access to publicly funded research data and publications,
- Contractual requirements from funding bodies on the release of research data (as part of the grants reviewing and awarding process, for example),
- Institution policies on open- and/or self-archiving of scientific data and publications,
- Incentives on research works on the release, collection, archiving, integration, and secondary use of scientific datasets (e.g., as part of the consideration for career advancement),
- Encouragements on novel business models on the production and dissemination of free scientific datasets and publications.
The panelists will discuss these policies and their likely implementations in the current research environments.
將公共出資的科學資料與出版品釋出給大眾自由使用,牽涉到許多議題與挑戰。在考慮這些因素之後,座談人將討論可行的方法,以降低科學資料與文獻在自由分享上的障礙。尤其他們將檢視可能的策略性作法,以達到分享的目的。這些策略方法,可能包括(但不限於):

Dr. Ted Lau earned his Ph.D. in Mathematics from the Ohio State University, Columbus, Ohio. He had more than 20 years of working experience in computer, telephony and satellite communication network systems in the United States before returning to Taiwan to join the STPI in 2005. Currently, Dr. Lau serves as the lead project manager for the S&T Information Gateway for Taiwan Project, funded by NARL. He also is the lead project manager for a joint project between Taiwan and Russia aimed at conducting comparative analyses on their respective national R&D and innovation systems and technological development priorities.
Harlan J. Onsrud

Professor Harlan Onsrud's research focuses on the analysis of legal, ethical, and institutional issues affecting the creation and use of digital databases and the assessment of the social impacts of spatial technologies. He teaches courses in Information Systems Law, Information Ethics, Cadastral and Land Information Systems, and Research Ethics. He is past president and current acting Executive Director of the Global Spatial Data Infrastructure Association (GSDI), past-president of the University Consortium for Geographic Information Science (UCGIS), and past Chair of the U.S. National Committee (USNC) on Data for Science and Technology (CODATA) of the National Research Council.

Tyng-Ruey Chuang is an associate research fellow at Academia Sinica, jointly appointed at the Institute of Information Science, and at the Research Center of Information Technology Innovation (CITI). He also teaches at National Taiwan University as an associate professor. His research areas include functional programming, programming languages and systems, XML and Web technologies, and social implications of information technologies. He is the project lead of Creative Commons Taiwan. Creative Commons Taiwan is hosted at CITI, and has been supported by Academia Sinica and other grants since 2004.
